CITYCON'S EXTRAORDINARY GENERAL MEETING

Citycon's Extraordinary General Meeting took place in Helsinki on
10 August 2004.

Extraordinary General Meeting decided to increase the number of
Board members from seven to eight.

Extraordinary General Meeting decided to appoint as new member of
the Board of Directors Mr Dori Segal, an American citizen, in
order to increase the Board's expertise in the international real
estate business. Dori Segal is the President and CEO of First
Capital Realty Inc. and the President of Gazit-Globe (1982) Ltd.
